The national health system has an electronic system, but not all the medical institutions are connected to it. “Only 43 registers are connected, but not all of them communicate between them. Therefore, they need to be made interoperable,” secretary of state at the Ministry of Health Zinaida Bezverhni stated in a meeting with representatives of the media.
The functionary noted that the Ministry of Health is working on an e-Medicine concept. An e-Health system started to be designed in 2012, but wasn’t finalized. They now returned to the idea of digitizing the health system. “We have to think up the e-Health concept first and will then start to implement it based on sector solutions,” said Zinaida Bezverhni.
Digitalization means compilation of the patient’s electronic file that will contain all the medial data of the person. The system will have access to the given data, but will ensure the confidentiality of the personal data.
The medical assistance will be provided in stages: laboratory examinations, checkups with the assistance of medical apparatus and prescription and issuing of medicines.
The scheduling of appointments for consultations at primary medicine health centers that are connected to the information system will be much simpler, through a Call Center that already exists. As not all the health centers have access to the information system and not all the modules are connected to the networks, the scheduling of appointments is not yet possible.
“We are now trying to make this system universal from the viewpoint of coverage,” stated Zinaida Bezverhni.
The electronic prescription is another priority in the implementation of the information system in the health sector. If such a prescription is available, medicines can be accessed from home.
“We now do not have such digital solutions. We must take fast steps to implement these two large instruments,” noted Zinaida Bezverhni.
