Moldova to sign CoE Framework Convention on Artificial Intelligence and Human Rights

Moldova is set to sign the Council of Europe’s Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, after Parliament’s Committee on Foreign Policy and European Integration provided its formal endorsement.

The Convention will be up for signing during an informal conference of CoE Ministers of Justice, to take place in the Lithuanian capital Vilnius on September 5.

By signing the Framework Convention, the member states commit to ensuring that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law, while being conducive to technological progress and innovation.

The Framework Convention complements existing international standards on human rights, democracy and the rule of law, and aims to fill any legal gaps that may result from rapid technological advances. In order to stand the test of time, the Framework Convention does not regulate technology and is essentially technology-neutral.

By signing the document, Moldova will be able to cooperate with other CoE member states to develop and implement responsible AI policies, share best practices and address common challenges. Also, the representation of the Republic of Moldova at the Conference of the Parties to the Convention will be ensured.

Adopted in May 2024, the Framework Convention was drafted by the 46 CoE member states, with the participation of international representatives from civil society, academia and industry, as well as several other international organizations.
