New contest to choose head of PGO. Submissions can be made by May 15

After several failed attempts, the Superior Council of Prosecutors on Monday announced a new competition to select the candidate for the position of prosecutor general. The candidates for the head of the Prosecutor General’s Office can submit their files by May 15, IPN reports.

According to Elena Roșior, a SCP member, the contest will take place in two stages – the preselection of candidates based on the submitted files, and the interview held in front of the SCP. Candidates for the position of prosecutor general must have at least ten years of professional experience in the field of law in the jurisdiction of the Republic of Moldova, in foreign jurisdictions or in international organizations, of which at least five years in the position of judge, prosecutor, lawyer or criminal investigation officer. Persons who hold the citizenship of the Republic of Moldova and know the Romanian language can apply. They must also have a bachelor’s and master’s degree in law or another document of study in the field of law equivalent to them.

The future prosecutor general must have an irreproachable reputation and have no convictions for offenses. The person must also be medically fit to carry out the duties of prosecutor general and have managerial skills. The candidates shouldn’t have been a party member, shouldn’t have carried out political activities within a party or sociopolitical organization during the last three years before the announcement of the contest. People who had been members of the SCP the last six months will not be able to enter the contest.

The SCP made amendments to the regulations on the organization and conduct of the competition for the selection of the candidate for the position of prosecutor general. A provision was added and this stipulated that “if, after the extension of the deadline for submitting the participation files, at least two candidates for the position of prosecutor general are not registered, the contest is terminated and, subsequently, the Council initiates a new competition.”

On February 28, the Superior Council of Prosecutors decided to stop the competition for the position of prosecutor general. The decision was taken after SCP member Olesea Vârlan gave a lower score to one of the candidates for prosecutor general. The SCP member later tendered her resignation.
