The new political and administrative power is trusted and the legislative decisions adopted did not generate essential criticism as regards corruptibility. This is one of the conclusions of a study titled “Efficiency of the Report on Corruptibility Assessment in 2009” made by experts of the Center for the Analysis and Prevention of Corruption during July 2009 – January 2010, Info-Prim Neo reports.
“The new Parliament, the political modifications and the changes in the government played an important role in the lawmaking process and contributed to certain progress. At the same time, a number of decisions were taken without preliminary preparation, substantiation and consultation,” the Center's director Galina Bostan said during a roundtable meeting on February 5.
The experts of the Center say they identified 469 corruptibility elements in the 51 bills they examined. The legislators accepted 96 of them and will verify another 198. The formulated objections made the Parliament better observe the cooperation rules with the civil society and, respectively, draft bills of a higher quality.
The most frequent corruptibility elements discovered in the bills concern the work of the public authorities, the interaction between the adopted laws and other legislative and normative documents, the linguistic formulation.
