NGOs seek punishing judges

Eight human rights nongovernmental organizations picketed the Superior Council of Magistrates on Tuesday morning, demanding that an investigation be launched over the complaint filed by sisters Oxana and Ludmila Radu and that the Council probe the involvement of judges in the trying of cases related to the April 2009 events, Info-Prim Neo reports. A statement addressed to the Superior Council of Magistrates, the administration of the country and the commission for the investigation of the causes and consequences of the April events says that the members of the signatory organizations were disappointed by the way in which the Council examined the complaints about the behavior of judges who heard cases concerning the April events. The NGOs ask the Superior Council of Magistrates to review its decision on judge Dorin Popovici of November 16, 2009 and to examine all the judges who broke the law when they examined cases related to the April 2009 events. Ion Guzun, project coordinator at the Institute for Human Rights, said the Council should examine all the cases concerning the April events and impose disciplinary punishment on the judges who violated the procedural norms and rules. On January 25, Minister of Justice Alexandru Tanase, who is a member of the Council, examined the case of illegal arresting of Oxana Radu under an warrant issued by judge Dorin Popovici, after he had a meeting with the young woman from Cahul. Oxana Radu was arrested in the evening of April 7, 2009 and was subjected to inhuman and degrading treatment by officers of the General Police Commissariat. After a trial imitated by judge Dorin Popovici at the General Police Commissariat, she was placed under house arrest. Alexandru Tanase said he will immediately start disciplinary proceedings against judge Dorian Popovici, who broke the law as he tried the case opened against Oxana Radu outside the court of law. Representatives of the NGOs who took part in the picket said they chose January 26 as today the Superior Council of Magistrates will come together for a meeting to discuss the appointment of judges who committed similar violations to posts for a new term.
