The number of offences in the armed forces over the first half of this year has risen compared with the corresponding period last year, Info-Prim Neo reports. According to a communiqué from the General Prosecutor’s Office, out of the total number of offences, 48 were committed by the National Army military men, six by employees of the Carabineer Troops Department, 14 by the Border Guard Service employees. Most of the crimes were perpetrated on the territory of the Chisinau garrison, the communiqué says. The desertions top the list of offences this year. There were committed 26 desertions. The second position is taken by the irregular relations, abuse and excess of power. There were reported 19 such offences. The causes and conditions that lead to the infringement of the military discipline are: the inefficient prophylactic measures taken by the military command of the armed forces, irresponsible attitude towards the military discipline on the part of decision makers of the military command, reduced transparency in punishing the violations of military discipline, hiding of offences committed by military men, the inadequate observance of military men’s rights, tolerance, in some cases, of irregular relations among conscript military men, the Prosecutor’s Office said. The image of the National Army was damaged by the actions of certain persons holding responsible positions, who used their positions to achieve wicked aims and obtain profit, the communiqué says, without giving names.
