Over 250 notices published on www.implicare.md

More than 250 electronic notices have been published on the website www.implicare.md that was launched on November 1, 2012. The people mainly inform about vehicles parked illegally. In three cases already, the drivers were fined. Contacted by Info-Prim Neo, Pavel Shincariuc, division head at the Ministry of Information and Communication Technology, said that a large part of the over 250 notices are being examined. Some of the notices were rejected because no violations were ascertained. The photos and videos older than three months were also rejected because no penalties can be imposed after such a period. There were cases when the pictures had been edited in Photoshop. They were submitted principally by conflicting neighbors. “The portal www.implicare.md was designed with a view to optimizing cooperation between the public authorities and society so as to reduce the number of offenses and violations and to ensure transparency in decision making. The objective is to sensitize the people and educate civilly and socially active positions by using info-communication means,” said Pavel Shincariuc. He also said that the Ministry drafted a decision on the approval of the regulations concerning the examination of electronic notices published on www.implicare.md and submitted it for approval. The regulations define the status of the portal, the administration method, the conditions of registering users and publishing notices, and the procedure for examining and rejecting them. Under the regulations, the users of the portal who will file electronic notices will benefit from a recompense of 10% of the fine imposed, but not more than 100 lei. The recompense is paid from the budget of the entity that confirms the violation, for example the Traffic Police, and is transferred to the user’s bank account. An essential condition of the project is non-acceptance of anonymity. Every author must register on the site by introducing the personal data from the identity card. According to the ICT Ministry, there are 124 users on the site. During November 1- January 10, there had been over 78,000 visits. The project’s partners are the Ministry of the Interior, the Ministry of Justice, the Ministry of Finance, and civil society. Every competent institution will have moderators who will examine the notices submitted through the site. The users will be also able to put questions and make suggestions concerning the portal.
