The platform www.promis.md, which monitors the implementation of electoral promises, is an instrument that can be educative both for the voters and for parties, the executive director of the Association for Participatory Democracy (ADEPT) said in a news conference at IPN.
“You heard the electoral promises made by parties, but we assessed them. You see that some of the parties did what they promised, while others did not. Afterward, we appraised the policy documents worked out when they formed a governmental majority. We analyzed both the promises they made and the policy documents so as to see if they match each other,” stated Igor Botan. He noted that the promises are accompanied by the comments of experts who analyzed their implementation and are grouped by areas that partially coincide with the structure of the ministries. “These promises had an impact on the policy documents formulated by the Government. I think that this way we help the politicians, journalists and the ordinary people to understand how this machinery works,” he said.
Igor Botan noted that the Liberal Party had the largest number of measurable promises the previous election campaign – 71. In the current election campaign, this party hasn’t yet presented its platform. “If they are discouraged by the fact that they were explicit four years ago, we want to encourage them and tell them that we only analyze the promises and want them to be as explicit because it is a reason for educating both the voters and the possible coalition partners,” he said.
“The parties, if they want to be viable, must include experts and must think about shadow cabinets and possible candidates for the posts of minister who, during the electoral process, work out these platforms and promises that must be transformed into policy documents and implemented when they come to power.”
Igor Botan announced that the platform promis.md will also assess the promises made in the current election campaign so as to see how the government that will take power delivers them.
The portal www.promis.md is a platform centering on the activity and performance of the politicians and elected functionaries. It is complementary to the portals www.alegeri.md and www.partide.md. The financial support for working out the platform by ADEPT was provided by the National Endowment for Democracy Moldova within Empowering Citizens to Monitor Politicians’ Promises Project.
