The Election Observation Mission of Promo-LEX Association identified deficiencies at the start of the voting process in the mayoral runoffs in Chisinau. The Mission’s head Pavel Postica told a news conference that the observers detected two cases of presence of electoral advertisements near polling places. At four of the polling places in Centru district, the ballot boxes were closed with two seals, not with four seals as the regulations provide, IPN reports.
According to Pavel Postica, two polling places were opened earlier than 7am, while five polling places started work several minutes after 7am. The observers determined that five polling places were supplied with more than 5,000 ballots, in breach of the regulations. Four polling places have more than 3,000 voters on the main electoral registers. At a polling place, one person was allowed to vote without the loose leaf that accompanies the identity card.
The Mission’s head said there were identified two cases of presence of unauthorized persons inside and near polling places. These said they were observers, but didn’t have the required permits. Sympathizers of a political party tried to campaign in favor of an election runner inside a polling place and refused to leave the place when they were requested to. In two cases, the electronic register of voters malfunctioned.
At two polling places, two voters weren’t registered on the main voter rolls, while at another polling place the list included a dead person. A person who said this was a social assistant brought 12 applications to vote at the place of stay at a polling place. At another polling place, a person brought two applications in the name of two inhabitants of Chisinau who also asked for the mobile ballot box.
