Currently, over 700,000 properties in Moldova are not measured and assessed, director of the Public Services Agency Sergiu Raileanu was quoted by IPN as saying in the talk show “Fabrika” on Publika TV channel.
According to him, over 80,000 inheritance documents are annually legalized and about 25,000 of the inherited properties are situated in rural areas where there are no cadastral services. “Owing to the fact that over 700,000 possessions are not measured and assessed, the heirs have to pay up to 2,000 lei per property to come into possession of this. About 400 lei is the notary’s honorarium, while 1,600 is the honorarium of the Public Services Agency. Almost the whole sum is paid for property measurements,” stated Sergiu Raileanu, noting that’s why it was suggested that the state should cover the assessment costs and the cost of legalizing inheritance documents will be thus significantly reduced. According to him, the Agency is ready to implement the new law immediately after this is adopted by Parliament and is published in the Official Gazette.
Democratic MP Sergiu Sirbu said the Public Services Agency will review particular procedures so as to simplify the legalization of inheritance documents and to reduce the taxes for cadastral measurements. “We will propose an amendment to the law on the methodology for making notarial payments so as to stipulate a fixed tax for rural areas,” stated the MP. Accordion to him, the notaries will not be satisfied with these changes, but they should understand that they provide a public service.
Sergiu Sirbu noted that the document could be adopted by Parliament in two weeks. “It is a simple bill that introduces only one paragraph in the law. I hope it will be passed in two weeks and will be applied in August already,” stated the politician.
In a press briefing after the Democratic Party’s weekly meeting on July 17, the party’s leader Vlad Plahotniuc announced that the taxes levied by notaries and the Public Service Agency for legalizing inheritance documents will be decreased.
