The application by courts of law of the reduction of the punishment of prisoners for being held in precarious conditions will be suspended. A bill to this effect was passed by Parliament after giving it a first reading, IPN reports.
The restrictions will not be applied to complaints filed against the penitentiary’s administration about detention conditions that seriously affect the rights of the convict until the given law takes effect.
By September 1, 2020, the Government will present a bill to improve the compensatory mechanism to Parliament.
The bill is to be given a final reading and the new provisions will come into force when they are published.
According to the National Administration of Penitentiaries, 5,372 prisoners’ complaints about precarious detention conditions in national penitentiaries, of the total about 6,700 persons in state custody, were submitted by February 10, 2020. Of the total number of complaints, 3,445 were examined and solutions were pronounced in 2,402 complaints.
