The plan of action for implementing the reform of the Ministry of the Interior approved by the Government on June 8 will ensure the radical improvement of the institutional, organizational and functional framework of the Ministry and its subdivisions, Minister of the Interior Alexei Roibu said in a news conference on Thursday.
According to Alexei Roibu, the plan includes eight stages and is aimed at fulfilling the commitments assumed within the national program for implementing the Moldova-EU Plan of Action for liberalizing the visa regime. The reform is projected to lead to the improvement of the quality of the services provided by the Ministry and its subdivisions, creation of a simple and accessible system of services and institution of an appropriate mechanism for increasing the salaries of the employees.
Alexei Roibu also said that among the set objectives are to optimize the Ministry’s central apparatus and improve the structure of the Police Department, Prosecution Department, and the Carabineer Troops Department.
The reform also envisions the demilitarization of the police. The category of police officers will no more include the employees of the logistic service, secretariat, law, finance and human resources divisions. As a result, only the employees subject to increased risk in their work will have a special status.
The creation of the Carabineer Troops Service with personnel employed on contract is another stage mentioned by the minister. The carabineers will maintain public order and guard facilities of major importance and, in case of siege or war, will deal with the attempts to destabilize public order.
“The implementation of the plan of action will result in the efficient combating of crime, creation of a simple and accessible system of services and institution of a sustainable salary and social protection system for the Ministry’s employees,” said Alexei Roibu.
