The 2018 state order on higher bachelor’s and master’s degree education that is financed with state budget funds envisions the same number of places as in 2017. The framework regulations concerning the organization of admission provide that the bachelor’s degree places will be offered for professional formation areas, not for specialties as last year. The universities will be able to form groups of at least 15 persons.

In a meeting with university rectors, Minister of Education, Culture and Research Monica Babuc requested the rectors to ensure fair competition in the process of admission to universities and to become involved in the conduct of annual studies for analyzing the labor market needs for a period of at least three years, IPN reports, with reference to a press release of the Ministry of Education.

This year, the Ministry will not set the admission periods and will allow the universities to decide these by themselves.

A new methodology for financing higher education is close to being finished. Under this, the sum allocated from the state budget for financing public higher education establishments will consist of three elements: basic financing – 75%; performance-based financing – 20% and reserve fund – 5%. The programs of study will be grouped into six areas and each area will have an adjustment coefficient for the basic financing. The university performance will be financed depending on university scientific research/artistic and sports performance/internationalization dimension and social orientation (provision of places in dorms).
