Teleradio-Moldova Supervisory Board rejects Valentin Todercan’s application to annul dismissal decision

The Supervisory Board of the National Public Broadcaster Teleradio-Moldova (TRM) rejected the former TRM president Valentin Todercan’s application to cancel the decision to dismiss him from the post taken on December 30. Todercan insists that the conflict should be solved outside court as on the day when he was dismissed he was on leave, Info-Prim Neo reports. Valentin Todercan signed himself an ordinance to go on yearly leave. The ordinance was countersigned by the former chairwomen of the Supervisory Board Mariana Slapac and the former director of the national radio station Moldova-1Adela Raileanu, who was to hold the post on an interim basis. While examining Valentin Todercan’s application, the chairman of the Supervisory Board Eugeniu Rybka asked for the work supervision card that was sent to the accountant on December 31, 2009 and approved on January 11, 2010. According to Eugeniu Rybka, the document shows that on December 30 and 31, Valentin Todercan was at work. The card was signed by the head of the personnel division Petru Sinica and the former director Adela Raileanu. Petru Sinica admitted that he committed a mistake as he wrote “eight hours” of work instead of “leave”. Adela Raileanu said he trusted Sinica and signed the card without hesitation. Igor Munteanu, a member of the Supervisory Board, said Mariana Slapac did not have the authorization to sign the leave ordinance as such a decision is taken by the Board and Todercan did not have the right to go on leave like that. Munteanu stressed an investigation is needed. Valentin Todercan replied he had such a right and that he was not employed by the Supervisory Board. Eugeniu Rybka said that under an ordinance on leave planning, Valentin Todercan was to go on leave on August 3. “But in 2009, he went on leave from August 17. So the leave was unplanned. During the leave, Todercan signed dozens of financial invoices, including for the payment of salaries,” Rybka said. In the end, the Supervisory Board did not accept Todercan’s application and recognized his right to appeal to court.
