Trade unions disapprove of draft state social insurance budget law

The trade unions did not endorse the 2012 draft state social insurance budget law, arguing many of the proposals submitted by them were ignored, Info-Prim Neo reports.
According to Oleg Budza, chairman of the National Confederation of Trade Unions of Moldova, the trade unions are dissatisfied that the bill does not envision more money for the health spa treatment of employees.
The trade unions do not agree with the amendments concerning the allowances for temporary incapacity for work. “We disagreed with the decision that took effect on July 1, 2011, under which the first day of the medical leave is paid by the employee, while the second by the employer. Now it is planned that the company will pay for three days of temporary incapacity for work. We consider that such a decision is unconstitutional,” said Budza.
He also said that the promised amendments as regards the rise in costs from 10 million to 25-30 million lei for health spa treatment have not been made.
The fiscal-budgetary policy bill and the draft budget law for next year were approved by the National Commission for Collective Negotiations and Consultations in a meeting on October 10. The representatives of trade unions proposed including a new taxation system for individuals so that the persons with annual incomes of over 120,000 lei pay a tax of 25%.
The draft mandatory health instance funds law was approved on condition that the trade unions’ proposal to introduce a personalization of 20% of the mandatory health insurance premium is examined.
