TRM does not work up to its potential during work meetings, APEL

The potential of work meetings, which are an instrument for decision making and for the improving the efficiency of the management process, is not used to its full extent by the board of the “Teleradio-Moldova” (TRM) Public Company. This conclusion comes from the analysis of monitoring data obtained by the Electronic Press Association (APEL), collected during July-September 2012.
Anetta Gonta, mass media expert, stated at a press conference at Info-Prim Neo that the quality of the Monitors’ Council (MC) and of the TRM board work meetings has been evaluated. The expert mentioned that it was concluded that the MC respects the legal framework in summoning its meetings, but the debates focus too much on detail of lesser importance than on important issues. The MC decisions lack the implementation deadlines, as well as indications regarding the method of monitoring the implementation of decisions.
In reference to the work meetings of the upper tier managers, with the exception of the Monitors’ Council, Anetta Gonta stated that they are not organized under a certain pattern, because, seemingly, establishing the daily agenda is not a constant and mandatory element for these meetings. “The work meetings of the company’s managers emphasize, very often, the flaws in the process of inner-institutional communication. The greatest difficulties of the TRM management process were observed during the coordination and control phases”, specified Anetta Gonta.
The expert recommended the implementation of a management informational system, at least for the upper tier – an internal communication network, granting access to decisions and to the most important documents for the company. At the same time, great importance should be given to work meetings, by establishing a daily agenda, identifying important subjects, and adopting clear decisions. In the expert’s opinion, it is necessary to strengthen the coordination and control components, and sanctions should be introduced for cases of failure to complete the tasks set by the administration.
