Private individuals will be able to declare the undeclared property or property declared at a lower value. The legislative initiative of a group of MPs was passed by Parliament in two readings on July 26, IPN reports.
The property that can be declared by paying a tax of 3% of the value or difference by February 1, 2019 includes the financial resources, real estate, securities, shareholdings and motor vehicles owned in the country and abroad.
The subjects of voluntary declaration of goods are the citizens of the Republic of Moldova, except for persons who after January 1, 2009 served or have served as President of the Republic of Moldova, Speaker of Parliament, Cabinet member, MP, judge, prosecutor, director or vice director of the Security and Intelligence Service, director or vice director of the Center for Combating Economic Crime and Corruption, director or vice director of the National Anticorruption Center, president, vice president or member of the National Commission for Financial Markets, governor, first vice governor or vice governor of the National Bank of Moldova, member of the Administration Board, Executive Board or Supervisory Board of the National Bank of Moldova, administrator, special administrator, liquidator, member of the Board and Administration Board of some of the five commercial banks involved in the banking fraud and persons who are investigated or tried in the criminal cases related to the activity of these banks.
The voluntary declaration of goods will start when the law takes effect and will end on February 1, 2019.
The bill also envisions the implementation of fiscal stimulation, which is the annulment of the delay penalties and fines that weren’t paid into the state budget, state social insurance budget and mandatory health insurance funds. The condition is to pay the current taxes, contributions and other payments by December 20, 2018.
