Urecheanu's appointment is constitutional

The appointment by the legislature of Serafim Urecheanu as president of the Audit Office is constitutional, the Constitutional Court ruled on July 7. The Parliament’s decision was examined following an application filed by the Communist Party. The PCRM’s representative Sergiu Sarbu was absent from the hearing. He had asked postponing the hearing, but the magistrates rejected his request, arguing the Communist Party’s representative had enough time to plan his work and his business trip is not an excuse. The Parliament’s representative to the Constitutional Court Ion Creanga said the evidence presented by the Communists cannot be considered relevant. In its application to the Court, the PCRM invoked that Serafim Urecheanu does not have specialized economic education, as required by law. Ion Creanga said the law says the president of the Audit Office must have economic education, but does not specify that this education should be the main one. Serafim Urecheanu holds the title of Habilitate Doctor of Economic Sciences and the Parliament has the right to decide if this title has the same value as basic economic education. Another reason invoked by the Communists is that Serafim Urecheanu had held responsible positions during two years and thus he is not eligible for the post of Audit Office president, according to the PCRM. Ion Creanga replied that Serafim Urecheanu held the responsible position in Parliament, but did not have the power to manage financial resources. Serafim Urecheanu was named president of the Audit Office on April 28 for a five-year period.
