Works on Chisinau Circus delayed as there is no written court decision

After about two months of the annulment of the contract signed by SA Circul din Chisinau and the Cypriot company, the Ministry of Culture cannot start restoring the institution. Minister of Culture Boris Focsa has told Info-Prim Neo the court that terminated the contract has not yet issued the written decision. The minister said the delay is strange as the decision should have been issued already so that those interested could appeal it to the Supreme Court of Justice. If the decision is not appealed within 15 days, the Circus will become state property. Boris Focsa also said that the Ministry’s jurist goes to the Economic Court of Appeals every day, but it is all in vain. “I cannot say why they delay issuing the decision. It is either because this is how the system works or there are other reasons,” he stated. The minister said that until the situation is clarified, they can begin no projects, not even the feasibility study. “I hope the written decision will appear in the near future. We will expect 15 days and if it is not appealed to the Supreme Court of Justice, we will start work,” said Boris Focsa. The Chisinau Circus was leased out to a Cypriot company in 2008 for 29 years. The firm pledged to repair the building, but did not fulfill its obligations. Last February, the Prosecutor General’s Office filed a civil lawsuit, asking that the contract be declared null and void. On March 31 this year, the Economic Court of Appeals terminated the contract.
