Reception post will be set up at entrance to Chisinau City Hall
A reception post will be placed at the entrance to the Chisinau City Hall. The announcement was made by the Mayor General Dorin Chirotaca at Monday’s meeting of the City Hall. According to the model of the European public institutions, several employees will meet and advise the people at the reception. A waiting lounge will be set up in the lobby of the City Hall, Info-Prim Neo reports.
Dorin Chirtoaca said that he invited tenders for specialized services to replace the police post withdrawn on May 29 by the General Police Commissariat of Chisinau. The mayor asked the police commissioner Iacob Gumenita to explain why the police disappeared from the City Hall’s building, as on June 22, 1941, without making a prior announcement.
“It is known that the police encouraged and even allowed groups of persons to enter the City Hall without authorization and it is not excluded that the withdrawal of the police post is an attempt to avoid responsibility in case new groups wanted to block the activity of the City Hall,” Dorin Chirtoaca said. He warned that under the legislation, the police must insure order on the streets and inside the institutions, even if there is no police post.
Iacob Gumenita said that the withdrawn policemen have been involved in the basic work. The number of mass rallies has increased significantly and the police officers also need to maintain public order in green areas, the head of the municipal police said. He also said that the police did not work at the City Hall under contract, but on the basis of an oral ordinance of 1999. “I think that the City Hall could seek help from such specialized services as the State Guard Service,” Iacob Gumenita stressed, saying that the withdrawn police officers could return to the post at the City Hall if the personnel-related situation improves.
Asked why the police did not make a report and did not announce the withdrawal of the policemen beforehand, Iacob Gumenita said that the head of the City Hall’s Administrative Division Nicolae Manastyrli was informed in advance and that he personally was not at the place of work at that moment. For his part, Nicolae Manastyrli said that at 7 in the morning he was informed by a major who did not present himself that the police post will be withdrawn at 8 o’clock.
“This means that an hour in Moldova can be considered announcement in advance and don’t be angry with the people that will tell you that they intend to hold rallies in the municipality of Chisinau in an hour, especially if they protest peacefully and do not cause problems,” the mayor told the police commissioner.
Earlier, the Chisinau City Hall expressed its concern about the unilateral act of the Interior Ministry given that the City Hall and the City Council fulfill their obligations towards the police and provide them with all the necessary financial resources.
