Torture and domestic violence continue to exist in Moldova, “Promo-LEX”

The Republic of Moldova continues to face serious problems related to torture and domestic violence. Despite all the attempts and efforts made to eliminate torture, the phenomenon continues to exist in Moldova. As to domestic violence, there are not enough specialist institutions that would offer legal and psychological assistance to victims of domestic violence, executive director of “Promo-LEX” Association Ion Manole stated in an interview for Radio Free Europe, quoted by IPN.

According to Ion Manole, the phenomenon of domestic violence is very spread in Moldova and the authorities should allocate money from the state budget for offering comprehensive assistance to the victims. A number of 181 places are now available for victims of domestic violence who need accommodation. Another 175 persons are waiting to be admitted to specialized centers.

“Our legislation enables these persons to benefit from free legal aid, but they actually do not have this possibility, while the lack of qualified and rapid legal assistance worsens their situation. The children suffer together with the mothers as domestic violence befalls mostly women,” stated Ion Manole.

As regards torture, despite the made effort, this phenomenon persists. The detention conditions can also be considered torture, especially the sub-financing of health or medical services that must be guaranteed by the state. A problem is that the UN Convention against Torture, which provides that using evidence obtained through torture in any proceeding is contrary to law, is not respected and such evidence continues to be taken into consideration in Moldova, said Ion Manole.
