Customs Service launches automatic validation of customs declaration

The Customs Service has launched the automatic validation of the customs declaration, which provides for the automation of operations, promising a minimum waiting time in customs posts for economic agents that export their goods out of the Republic of Moldova. The system was launched with the support of the European Union High-Level Advisers’ Mission, IPN reports.

Igor Yurko, head of the Customs Control Section of the Customs Control and Trade Organization Division, said that the automatic validation of the customs declaration has been tested for a week. The customs declarations can be lodged 24 hours a day, including outside the working hours of the customs post. A reasonable validation time is 15 minutes.

Customs Service director Igor Talmazan said that it is an application that will greatly facilitate trade. At this stage, it goes to the automatic validation on export only. The opportunity to introduce automatic validation to other procedures will be examined later. The validation of customs declarations through all internal filters shows that 95% of the customs declarations are validated “in green”.

Rosario De Blasio, EU High-Level Adviser on Customs and Tax Policy, said that for him launching the customs validation procedure means a change of culture, of the relationship between the state and businesses. In his opinion, automatic validation means that the Customs Service trusts the business.

Stefan Bâtlan, the representative of the Association of Fruit Producers and Exporters, director of Fani SRL, said that since 2014 he has exported perishable products, fresh fruits and grapes to the EU. He believes that automatic validation will make the company’s work easier. Previously, the procedure for validating declarations took from 30 minutes to 2 hours and now this will last for 15 minutes. The time is very precious, especially in the perishable food business. Automatic validation does not differ from the old procedure for submitting documents. The only difference is in the 10 seconds for a click.

Iurie Rija, executive director of the Association of Exporters and Importers of Agricultural and Grain Products, noted that Moldova exports annually between 2 and 2.5 million grain and oilseed products. Thus, hundreds of trucks pass through border crossing posts daily. The automatic validation procedure is very advantageous from an organizational point of view and contributes to the fluidity of border traffic and, respectively, to the prevention of stops.
