EBRD will provide loan of €10m for 90 new trolleybuses

The Chisinau Electric Transport Company will take out a loan of €10 million from the European Bank for Reconstruction and Development (EBRD) to purchase 90 new trolleybuses. A draft decision to this effect was adopted by the Chisinau Municipal Council (CMC) on August 5, without the vote of the Communist councilors and unaffiliated councilman Valerii Klimenko, Info-Prim Neo reports. The leader of the Communist faction in the CMC Valery Pavlov said the contract is inaccurate and should be reexamined. He referred to the clause which says that if Moldova spoils the relations with the Bank, the latter has the right to terminate the contract and the Chisinau administration will have to pay large fines. Communist councilor Pentru Shvets said the City Hall should buy these trolleybuses, but without the EBRD’s support. “Under the law, the CMC does not have the right to provide guarantees or loans to legal entities, but the Chisinau Electric Transport Company is a legal entity. Furthermore, if the City Hall does not fulfill the conditions of the contract, it will be unable to settle the debts,” he said. Mayor of Chisinau Dorin Chirtoaca reproached the Communist councilors for looking for possibilities to interrupt this contract. He assured that the City Hall and the Electric Transport Company will meet all the conditions of the contract and there will be paid no penalties. A working group was created at the meeting to negotiate the lending contract between the EBRD and the Electric Transport Company by August 9. The group is headed by Dorin Chirtoaca. It consists of councilors Gheorghe Dumanschi, Nistor Grozavu, Emil Gutu, Eugen Roscovan, and Valery Pavlov. Unaffiliated councilor Oleg Cernei proposed removing Emil Gutu from the group as he was accused of corruption in similar cases in 2009. The councilors did not accept the proposal. The loan will be repayable in 10 years. The EU’s Neighborhood Investment Facility will provide a subvention of 3 million lei. Under the contract, the trolleybuses will be brought in stages. The last vehicles will come next spring.
