Electric Power Consumers' Guidebook launched

The National Agency for Energy Regulation presented the Electric Power Consumers' Guidebook, which has 160 pages and contains information intended for the over 1.227 million consumers. The guidebook was compiled by specialists of the Agency with the help of the consultancy companies Sweco International AB (Sweden) and Pierce Atwood (the U.S.), which are responsible for the management of the technical assistance provided by the Swedish International Development Cooperation Agency to the ANRE, Info-Prim Neo reports. According to the Agency's director Marin Profir, the guidebook is available online on www.anre.md. The information posted on the website will be updated depending on the amendments introduced to the legislative and normative documents. Coauthor of the guidebook Eulampie Donos, the head of the Legal and Consumer Protection Division, spoke about the chapter that refers to the signing of contracts between the suppliers and the consumers. ”Most of the cases examined by the administrative panel concern the supply of electric power and natural gas. We warn the consumers that if the contracts contain a clause allowing solving the disputes out of court, by amicable agreements, both they and the suppliers will only benefit from this,” Donos said. Another coauthor, Lilian Barcaru, the head of the Service Quality Monitoring Division, said the guidebook explains the energy laws and the regulations of the ANRE in an accessible language. Nicolae Mogoreanu, the chairman of the Association of Electric Power Consumers, welcomed the appearance of the guidebook, but said it should have contained different case studies based on the petitions sent to the Agency. Salvgardare Association head Maia Laguta said the guide 'protects' the electricity suppliers rather than the consumers. She agreed that the disputes appearing between the consumers and the suppliers should be settled out of court. “Methods should be identified for compensating the consumers for the damaged caused to them. There were cases when the parties reached an amicable settlement, but the supplier has never made up for the damage sustained by the consumer,” Laguta said. The guidebooks was issued in 1,500 copies and will be distributed gratis to consumer protection organizations, trade unions and the local offices of the power suppliers.
