The Republic of Moldova obtained the highest score in the list of the nine contracting parties of the Energy Community, in accordance with the acquis of the Treaty for building an integrated regional energy market, aligned with the European Union. The performance is the result of the cooperation between the National Agency for Energy regulation (NAER), the Ministry of Energy and the National Center for Sustainable Energy, according to a press release from the NAER, quoted by IPN.
The Energy Community Secretariat (ECS) assessed the NAER’s performance in 2024 at a score of 81%. According to data from the Energy Community's report for 2024, the NAER operates largely according to the Energy Community's legislation.
"The NAER certified the natural gas transmission system operator Vestmoldtransgaz and held discussions with the Ukrainian side on how to increase the physical capacity and economic attractiveness of the Trans-Balkan pipeline for the reverse mode," reads the ECS report.
The NAER also adopted amendments to the electricity market rules, the new electricity transmission tariff methodology, the regulation on the imposition of public service obligations in the field of gas and issued a license for the electricity market operator.
The ECS annually examines the performance of each country in areas related to security of supply, liberalization of energy markets, including certification of electricity and natural gas transmission system operators, access to networks, regional integration, renewable energy sources, performance of authorities.
The report stresses that improvements are still needed in particular areas, such as completing the transposition of European regulations and finalising the long-term strategy for climate neutrality by 2050.
The Republic of Moldova became a full-fledged member of the Energy Community in 2010.
