2012-2013 open government action plan 53% implemented

The open government action plan for 2012-2013 has been 53% implemented. The Association for Participatory Democracy (ADEPT) notes that it is the first plan of the kind and the authorities encountered a lot of difficulties in adopting the legal norms, IPN reports.

ADEPT executive director Igor Botan told a news conference that this plan was approved by the Government in 2012 and had three objectives: to strengthen public integrity by ensuring participatory decision-making, which was 47% achieved; to efficiently manage the public resources by increasing transparency of public costs (70%), and to improve the quality of public service provision (40%).

Author of the study, expert Petru Culeac said the main conclusion reached is that certain progress was made in implementing the action plan, but the process was not smooth. The Government already approved the strategic document for 2014, reducing significantly the range of actions, which is not favorable according to ADEPT.

The study recommends coordinating the new plan at high level so as to make sure that the ministries and other public authorities become more actively involved. The actions of the 2012-2013 plan that weren’t implemented should be carried out. The measures aimed at building an open government must be concentrated not only on the implementation of technological solutions. They must be accompanied by the efficient adjustment of the legal framework and continuous training of public servants so as to ensure transparency in the current work of state institutions.
