Of the 51 measures defined in the priority reform action roadmap of the Government and Parliament for July – December 2017, only 28 were implemented. Ten of these 28 were carried out incompletely, while 22 or 43% of the total measures were initiated, but not finished. The monitoring report was presented by experts on February 1, IPN reports.
According to the executive director of the independent think tank “Expert-Grup” Adrian Lupusor, the deadlines were not respected because the set calendar targets were too ambitious. The effects of the Government reform generally affected the pace of reforms and the pace of implementing the measures stipulated in the roadmap. Despite the short-term effects, the roadmap in the long run can serve as an efficient planning instrument. In the future, the government should focus on the reformation of the strategic planning framework. The existence of particular roadmaps could be justified only if these make reference to the existing sector strategies.
The roadmap’s provisions were implemented the best in the financial-banking sector. Of the eight measures referring to governance in the financial-banking sector, six were fully implemented, one was implemented partially, while one was initiated, but not completed. The better implementation is due to the pro-active orientation of the institutions from this sector, in particular the National Bank of Moldova, including in the context of the commitments assumed through the Memorandum with the IMF.
The justice sector and corruption fighting are at the opposite pole with the most modest progress. Nine measures of the ten planned were initiated, but not finished. The causes include the reduced institutional capacities, weak political will and too ambitious implementation terms. In the area of the public administration reform, of the six planned measures five were carried out, but not fully. It is due to the fact that even if the given reform is implemented at a relatively high pace, it is not based on functional analyses and empirical data, being thus perceived more as a political reform.
The experts expressed their concern about the use of the roadmaps as planning documents and instruments for stimulating reforms. The roadmap does not include performance indicators and does not envision the allocation of financial resources for its implementation. Furthermore, the document envisions emergency measures that need to be implemented in the short term, without making reference to the already adopted sector development strategies. This can affect their implementation.
