A number of 76 disciplinary procedures against 50 prosecutors were managed last year. Eleven warnings and five reprimands were issued in 2019. A prosecutor was dismissed, while another one had his salary cut by 15% during three months. The data were presented by the Discipline and Ethics Board at the meeting of the Superior Council of Prosecutors, IPN reports.

Last year, 31 of the disciplinary procedures involved 14 prosecutors of the Anticorruption Prosecutor’s Office. Another 20 procedures were started against 15 prosecutors of the Prosecutor’s Office for Organized Crime and Special Cases, 17 procedures - against prosecutors of the Chisinau City Prosecutor’s Office, while the rest involved prosecutors of local Prosecutor’s Offices.

Discipline and Ethics Board chairman Vladislav Guțan said that 20 procedures started against 17 prosecutors in 2019 were overdue in 2020. Another 56 disciplinary procedures were registered in the course of the year.

As many as 152 decisions were pronounced last year, 43 of which refer to disciplinary procedures, while the rest to challenges of decisions taken by the Prosecutors Inspection. According to Vladislav Guțan, the number of decisions in 2020 was almost thrice higher that in 2018, when 47 decisions were issued and only 20 of them referred to disciplinary procedures.

Seventeen procedures were stopped because there were identified no disciplinary deviations. In another eight cases, deviations were ascertained, but the procedures were stopped because the prosecutors resigned before the decision about the disciplinary case was issued or the period for holding the prosecutors disciplinarily accountable expired.

Disciplinary procedures against eight prosecutors started in 2020 were overdue in 2021.

Several days ago, the lawyer for the Organization for Human Rights “Right to Justice” Eduard Rudenco in a news conference at IPN said no prosecutor was remanded in custody for illegal arrests, criminal cases started by order or destroyed destinies and properties.
