92 cases of human rights violations reported on CDOM ʾgreen lineʾ

Ninety-two complains about human rights infringements were recorded through the ʾgreen lineʾ of the Center for Human Rights (CDOM) during two months of activity. Those who called the phone number 0-8001-2222 were offered free legal advice, Info-Prim Neo reports, quoting a press release from the Center. Persons who called the ʾgreen lineʾ reported mostly cases of violation of the rights to social assistance and social protection, rights of children, family, persons with handicaps and pensioners, right to property, right to healthcare, freedom of movement, access to justice, etc. Also, there were reported three cases of abuse in detention. In the last cases, the National Preventive Mechanism carried out documentation visits and informed the relevant law enforcement bodies, asking them to institute legal proceedings against the persons that used torture or degrading treatment or punishment. In the case of a child who complained that policemen ill-treated him, the Prosecutorʾs Office ordered an investigation at the request of the ombudswoman. The minor said that he had been recently arrested and interrogated without having a lawyer or a legal representative or a teacher/psychologist. The boy said that during the night police officers beat him until he lost consciousness. He woke up the next day in the street. The medical examination showed later that the teenager had a rib fractured. The minorʾs mother submitted a complain to the Prosecutorʾs Office, asking for explanations as regards her sonʾs arrest and demanding that a legal case be opened against the policemen who tortured her son. The women said that while she was waiting for an answer she was fined 200 lei for “not keeping an eye on her son”. After the teenagerʾs mother called the ʾgreen lineʾ of the Center for Human Rights, the ombudswoman gathered evidence and asked the Prosecutorʾs Office to start a criminal case against the policemen that resorted to degrading treatment. Recently, the Prosecutorʾs Office ordered an investigation into this case. The ʾgreen lineʾ was launched on July 1, 2009, with support from the Torture Prevention Project funded by the European Union and co-funded and implemented by the United Nations Development Program The citizens may report human rights violation cases, especially cases of torture and other cruel, inhuman or degrading treatment or punishment, calling the phone number 0-8001-2222. From 8.00 to 20.00, legal experts record the cases of torture and human rights violation and provide free legal consultancy to the victims.
