AIPA to be reorganized

The Agency for Intervention and Payments in Agriculture (AIPA) will be reorganized based on the law concerning the main principles of subsidization in agriculture and rural areas that was adopted by Parliament on December 16, 2016 and was published in the Official Gazette on March 3, 2017. The AIPA will have the status of self-managing public institution with own budget and bank accounts. Now the Agency is an administrative authority, IPN reports.

Under a draft Government decision proposed for debates, the AIPA will have a Surveillance Board that will consist of seven members, two on behalf of the Ministry of Agriculture and Food Industry, two on behalf of associations of agricultural producers and by one on behalf of the AIPA, the Ministry of Finance and the State Chancellery.

The Board will represent a mechanism whereby civil society will monitor the achievement of the objectives of subsidization measures, including of the rationality of costs. It will stage contests to fill the posts of director and vice director (two) of the AIPA.
