The Broadcasting Coordination Council (BCC) does not have leverages to verify the annual turnover reported by broadcasters. There s a risk that the broadcasters report erroneous figures, diminishing thus the regulation tax they pay into the broadcaster support fund, shows an audit report presented by the Audit Office on March 15. The given tax represents 1% of the annual revenues, Info-Prim Neo reports. The audit team established that the deadline for paying the tax is not respected. At the end of 2012, the overdue payments totaled over 80,000 lei. The incomes accumulated by the BCC in this fund came to 1.78 million lei. “The balance of over 3 million lei sows that the money was not fully used for the purposes set when this fund was formed,” said Aurel Chiosa, who presented the audit conclusions. Audit Office chairman Serafim Urecheanu said it’s not normal for the money to remain unused when most of the broadcasters, especially those from districts and rural areas, are close to going bankrupt. The BCC didn’t take the actions needed to regulate the size of the licensing tax and illegally uses the old tax of 2,500 lei for all the categories of broadcasters. Irregularities were also identified in the financial records and in the organization by the BCC of a tender contest to purchase a program. The Council’s chairman Marian Pocaznoi said that many of the identified shortcomings were removed. As regards the broadcaster support fund, the money was used to buy video camases, cassette recorders and other equipment for the local broadcasters. There were staged three seminars and these activities will be continued. As to the debts accumulated by broadcasters, the chairman said that most of them belong to TV channels that remained without license. In another development, Marian Pocaznoi said that the BCC cannot work only based on taxes. They are in a difficult financial situation and need support from the state.
