CCCEC investigates cases of large-scale fraud at Oncology Institute

At least two doctors and two division heads of the Oncology Institute are investigated by the Center for Combating Corruption and Economic Crime in a case in which the institution's administration is accused of financial frauds, Info-Prim Neo reports. The four doctors, whose names are not revealed in inquiry interests, are suspected of employing illegal schemes to sell anticancer drugs that are prescribed free of charge and causing damage of over 2.2 million to the state. In a news conference on Thursday, Iurie Ciorba, deputy division head at the Center, said they received complaints from patients, who expressed their dissatisfaction with the medical services provided at the Oncology Institute. The investigation was launched after establishing that the Institute's expenditure estimates were exaggerated, while the prices of anticancer drugs were doubled groundlessly. “These violations are amoral and represent a major social danger as they are direct attempts on the people's lives. Many of the witnesses who gave testimony have died, while the relatives remained with enormous debts as they lent money for anticancer treatment that had to be free,” Iurie Ciorba said. The drugs used in the schemes cost up to 30,000 lei an ampoule. According to Iurie Ciorba, costly chemotherapeutic preparations were found at the places and offices of the four persons. They could not explain where did they take them from. The Center presumes they were appropriated from the Institute and were to be sold to the detriment of the patients, who were to receive them free of charge. The Center accuses the former Oncology Institute's administration of managing the given schemes. It says that the economic and financial activity of the institution was organized inefficiently. After the administration was changed, the institution's costs were halved. The investigation goes on to identify other persons involved. Those found guilty of committing such offenses face 10 to 25 years in jail and are deprived of the right to hold a certain post or carry out a certain activity for a period of 2 to 5 years.
