The Central Election Commission combined in a single administrative procedure the applications for the registration of “Victory” electoral bloc for participation in the national constitutional referendum and the presidential election of October 20. It also decided to postpone the examination because the submitted materials contain technical errors, and the applicants must answer clarification questions, IPN reports.
At Saturday’s meeting, CEC deputy chairman Pavel Postica said that the documents for the registration of the electoral bloc “Victory – Pobeda” for participation in the national constitutional referendum were received. According to the constitution agreement, the bloc is made up of “Renaissance” Political Party, the Alternative and Salvation Force of Moldova Political Party, “Chance” Political Party and “Victory” Political Party. MP Marina Tauber is the executive secretary of the bloc. A similar application from the same applicants was filed for the bloc’s registration for the presidential election. As a result, the Commission joined the applications in a single administrative procedure.
“We noticed that there are particular technical deficiencies in the presented documents, which cannot be accepted by us. For example, in the agreement on the referendum it is mentioned that loans will be one of the sources of financing. The loans are not eligible sources of financing for the main potential participants in the referendum and not even loans from the state budget are accepted for the referendum. Respectively, these provisions are not eligible. Last but not least, the same set of documents stipulate aspects related to the distribution of allocations from the state budget. However, in the case of the referendum, the political parties do not benefit from allowances from the state budget. This aspect is exclusively characteristic of the general elections,” said Pavel Postica.
Representatives of “Victory” bloc did not attend Saturday’s meeting of the CEC, but Marina Tauber came up with a reaction, saying that the Commission is preparing to reject the bloc’s application for the registration of its participation in the referendum. “I have no doubts about it. While this decision is being prepared, the Central Election Commission took a break and postponed the examination of our application to participate in the election, merging it with the registration for the referendum. This is not only a violation of the law, but also a bold gesture that was never seen before. It is clear to everyone that the referendum and the election are two completely different procedures. To carry out a single assessment of them is a fiction from a legal point of view,” stated Marina Tauber.
The CEC is to resume the examination on the registration of the bloc on August 7.
