CEC refuses to deal with referendum on Russian language's status
The Central Election Commission (CEC) sent back the documents of the initiative group for initiating the national constitutional referendum on giving Russian the status of the second official language, Info-Prim Neo reports.
In Tuesday's meeting, the CEC secretary Iurie Ciocan said the Parliament should pronounce on this case as there are two laws that regulate the same procedure from different angles. These are the Election Code and the law on the people's initiatives. The Parliament's legal commission for appointments and immunities said that the new legislative body will decide which of the two is more important. Thus, the CEC advised the initiative group to apply to the Ministry of Justice.
Attending the meeting, Ana Harlamenko, the chairwoman of the People's Assembly of Gagauzia, said the initiative group will challenge the CEC's decision in the Constitutional Court in the near future. The CEC should have informed the initiative group that this case is not within its competence from the very beginning, she added.
An assembly held in Comrat on September 24 set up an initiative group composed of 494 persons. The group was entrusted with the task of collecting signatures in favor of holding a constitutional referendum on giving Russian the status of the second official language. On September 29, the initiative group submitted the documents needed to register it and start the referendum initiation procedures to the CEC.
