Civil society demands casting light on April 7 case

About 15 young people representing civil society Wednesday mounted a protest in front of the General Police Inspectorate in Chisinau, asking that light be shed on the April 7 case and seeking zero tolerance for torture, IPN reports.

Amnesty International Moldova executive director Cristina Pereteatcu said that more questions appear year by year, but there are fewer answers, while the ineffective investigations into the April 7, 2009 events led to loss of confidence in the Prosecutor General’s Office and in the whole judicial system of Moldova.

”We are very concerned that after four years we have more questions than answers. We consider that the whole justice sector bears responsibility. The concerns are increasing as there is only one year left for doing justice. Under article 60 of the Penal Code, if the persons accused of use of torture are not convicted during five years, they can escape punishment,” stated Cristina Pereteatcu.

Ion Guzun, program coordinator at the Legal Resource Center of Moldova, said the authorities didn’t fulfill the obligation of elucidating the cases of use of torture and ill-treatment in police stations. In 2011 and the first half of 2012, the acquittal rate in these cases was of 63% and, respectively, 37%, as opposed to the average acquittal rate of 2.5-3%. These figures show that the policy of zero tolerance for torture is not implemented.

Amnesty International Moldova and the Legal Resource Center called on the Government of Moldova to work out an independent mechanism for promptly investigating the accusations of violation of human rights by the law enforcement bodies, including the police.
