CoE Committee of Ministers ends monitoring of Moldova in case of Bessarabia Church

After more than 8 years of monitoring, the Committee of Ministers of the Council of Europe decided to end the supervision of the execution of the European Court’s judgment in the case of the Metropolitan Church of Bessarabia vs. Moldova, Info-Prim Neo reports. In the resolution lifting the monitoring procedure, the Committee of Ministers remarked the legislative progress made by Moldova through the adoption of the Law on Religious Denominations and their affiliated bodies and through the amendments to the Code of Administrative Offenses, the Moldovan Ministry of Justice said in a press release. Also, the Committee of Ministers observed the improvement of the national practices in the field and the elimination of institutional barriers to the registration of religious denominations. The final resolution of the Committee of Ministers marks the fulfillment by the Moldovan authorities of the requirements for guaranteeing the freedom of religion and, at the same time, of one of the country’s commitments undertaken upon joining the Strasbourg-based forum, it was said in a separate press release from the Ministry of Foreign Affairs and European Integration. On December 13, 2001 the European Court of Human Rights found that the Moldovan authorities had violated the European Convention by refusing to register the Metropolitan Church of Bessarabia. The execution of the judgment in this case has been under the supervision of the Committee of Ministers since 2002. Moldova has been under the monitoring of the Council of Europe’s Parliamentary Assembly for guaranteeing freedom of religion since 1996.
