The convicts sentenced to life imprisonment will be escorted handcuffed only when their personality and character traits pose a danger to other persons, Info- Prim Neo reports. The executive amended point 95 of the Statute regarding Sentence Serving by Convicts approved by the Government Decision of May 26, 2006. According to Minister of Justice Vitalie Parlog, such an amendment was recommended by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment following visits made to Moldova. “During medical examinations and discussions with the psychologist, the convicts are now not handcuffed. The prison personnel are also in favor of a more individualized attitude as regards the use of handcuffs, but their acts are limited by the present regulations. The amendments proposed to the Statute regarding Sentence Serving offer broader possibilities and improve the treatment of the convicts sentenced to life imprisonment,” Parlog said. The amendments specify how to determine the danger that the prisoners pose. This is done on the basis of to the psycho-social assessment of their personality. Every convict sentenced to life imprisonment will be assessed individually, but at least once in six months. If the convicts refuse to be assessed, they will be obligatorily handcuffed.
