Disability determination system reform proposed for consultations

The National Council for the Determination of Disability and Work Capacity will have four regional branches: North, Center, South and Chisinau. Each of these will include three to five examination teams. There will also be two control and repeated examination councils to deal with challenges after the primary examination. This is provided in a draft Government decision that was proposed for public consultations by the Ministry of Labor and Social Protection, IPN reports.

An impartial mechanism with the arbitrary distribution of cases will be used in the process of examining the persons with disabilities. The persons responsible for the activity of the examinations teams of the local and control councils will hold posts in rotation. The move is aimed at avoiding risks of corruption and influencing of decisions.

The council will be managed by a director chosen at a contest. This will be hired and fired by order of the minister of health, labor and social protection.

A sum of 6 million lei will be budgeted in 2018 for renting, if necessary, repairing or adjusting the offices for the four regional branches as the buildings provided by the local public authorities do not meet the requirements and require substantial reconstruction and capital investment.
