The number of persons who pay the property tax (the tax on real estate and the land tax) by June 30 in order to obtain the 15% discount provided under the Tax Code, especially among private individuals, is on the rise, Stela Gutu, division head at the State Main Tax Inspectorate, said in an interview for Radio Moldova, quoted by Info-Prim Neo. Under the Tax Code, a fiscal obligation is fulfilled when the sum is transferred to the budget, not when the bank levies it. “We thus recommend the tax payers to make the payments at Banca de Economii and its subdivisions by June 29 as the money can be transferred to the budget not on June 30, but on July 1. The reduction of 15% will not be offered in this case. The applicants should also not have tax-related debts the previous years,” said Stela Gutu. The property tax is paid in two installments – by August 15 and by October 15. The rates are set yearly by the local public authorities within the limits stipulated by the Tax Code. Among the beneficiaries of concessions on these taxes are the pensioners, invalids, persons subject to political repression who were later rehabilitated, participants in the Nistru war and the Afghan war and their families, participants in the Chernobyl cleanup and the families of those who died from diseases caused by the atomic catastrophe, and others. The concessions are granted only for some types of property. In the municipality of Chisinau for example, concessions are provide if the value of the property does not exceed 380,000 lei, in Balti – 156,000 lei, in villages – 30,000 lei. The property tax is fully transferred to the local budgets. In 2010, the collections totaled 281 million lei, by 28.4 million lei more than in 2009, while in 2011 – 45.2 million lei so far.
