Draft budgetary-fiscal policy contains deficiencies, economist

The draft budgetary-fiscal policy for 2016 was published with great delay and thus it could not be thoroughly examined for being improved. Some of the proposals were not sufficiently argued, even if the intentions and objectives derive from the problems existing in the fight against tax evasion, said programs director at the Independent Think Tank “Expert-Grup” Dumitru Budianschi, who analyzed a part of the proposals from the document, IPN reports.

Speaking about the introduction of the tax on vehicles in the local system of taxes, by excluding the road use tax, the expert said that it is a political decision that is promoted especially by the local authorities, which aim to increase the own incomes. However, the move won’t lead to the increase in the fiscal burden.

Another proposal is to declare and justify the origin of the financial resources used to purchase property and/or motor vehicles to the value of over €30,000. The expert said that this measure does not cause big problems to the persons with legal incomes. These will only have to make one more visit to the fiscal body. But the authorities do not provide sufficient arguments to show how this measure will improve fiscal compliance.

As regards the ban on leaving the country that will be imposed on businessmen with debts of over 100,000 lei to the budget and on private individuals with debts of over 5,000 lei, the expert said that this is an unjustified measure and an abuse. The free movement is a right that can be limited only by court decisions.

Commenting on the proposal to increase the land tax rates for farmland and land located on the outskirts by 15%, Dumitru Budianschi said the proposed rise does not match the inflation for 2012-2015, which was over 28%.
