Distortions of facts and grave irregularities in financial and property management are not exceptions, but have become a “norm”, concludes the Independent Analytical Center “Expert-Grup” after analyzing the rulings of the Court of Auditors for this year’s first two quarters, reports Info-Prim Neo. “Our money is wasted, the money we pay through taxes, while the State budget becomes increasingly austere”, said executive director of Expert Grup Valeriu Prohnitchi. Expert Grup concludes that in the absence of a salary policy which would correlate to the enterprises’ performance, of the total expenses for labor remuneration in the field of civil aviation, for 2010-2011, only 38% were tariff salary payments, the rest were premiums and supplements. The absence of internal inspections, through engaging in transactions with middlemen and breaching the interests of shareholders, as well as of the State, led to 20 million lei losses in the case of “Banca de Economii”, pointed the Expert-Grup specialists. Another public report shows that 11 out the 200 million lei allocated for education sectors in districts Edinet, Riscani and Glodeni, were used for the administrations’ own purposes. In the six districts that were audited, the breach of regulation on public procurement led to the inefficient use of public funds summing to 6 million lei. Ruslan Romanciuc, programs coordinator, said that Expert Grup finds the breaches, but is not competent and does not possess the necessary means to monitor the cases. In 2011 the Prosecutor General’s Office was involved, but no concrete sanctions were registered, says Romanciuc. According to Expert-Grup, the solution of these issues should involve the Parliament, the Ministry of Finance, the State Chancellery, and the Prosecutor General’s Office.
