EU starts new assistance project in Moldova
The State Chancellery, as the national coordinator of the Twinning, TAIEX and SIGMA programs, will be assisted by EU experts in the process of improving the capacity for coordinating the work of ministries and state agencies with the aim of increasing efficiency in using the foreign assistance, Info-Prim Neo reports.
The Technical Assistance to Support the Government of Moldova in Building the Capacity for Application of Twinning, TAIEX and SIGMA Instruments, and to Provide Support in Preparation and Implementation of the Comprehensive Institution Building Program, which was launched on October 11, will be carried out by a consortium headed by Hulla&Co and Human Dynamics KG.
At the first stage of the project, there will be selected the beneficiary ministries and agencies. Afterward, a group of EU experts will come to Moldova to cooperate with the central public authorities in adjusting the national legislation to the European norms.
“Most of the central public authorities are actively involved in negotiating the Association Agreement with the European Union, the Deep and Comprehensive Free Trade Agreement and the plan of action for liberalizing the visa regime with the EU. The new stage in the relations between Moldova and the EU require enormous responsibility and the implementation of reforms,” said Secretary of State Victor Bodiu.
Attending the event, the Head of the EU Delegation to Moldova Dirk Schuebel said that a number of EU-funded projects have been launched in Moldova during the last few years. They were aimed at helping implement the measures needed to carry out reforms.
The €2 million project has three stages and will last for 24 months. Among the beneficiaries of the project are Ukraine, Romania, Turkey, Latvia, Belarus, Serbia, and Croatia.
Twinning is the main instrument of the EU that is used to support the efforts of neighbor countries to harmonize their regulations with EU legislation. Twinning aims at modernizing the institution of the beneficiary country through training, reorganization as well as drafting of laws and regulations modeled after the EU acquis. At least one resident adviser and a number of medium and short-term missions are sent to the beneficiary country.
TAIEX, or the Technical Assistance and Information Exchange, helps countries with regard to the approximation, application and enforcement of EU legislation. It is largely demand-driven and channels requests for assistance and contributes to the delivery of appropriate tailor-made expertise to address problems at short notice.
SIGMA’s main substantive framework is the institutional environment for economic development. It provides short/medium-term support for improving governance and public management.
