Those who will take practical tests for obtaining a driver’s license will be filmed from next week. Four video cameras placed inside the testing car will transmit the pictures to supervision monitors. The new examination rules form part of a project of the Ministry of Information and Communication Technology and the state-run company “Registru”. The project cost over 1 million lei, Info-Prim Neo reports.
ICT Minister Pavel Filip told the press that the aim is to eliminate corruption from the system. “This system for monitoring the practical tests is based on three moments: video and audio monitoring in online regime, by registering the data on the central server of IS “Registru”; the possibility of tracking the route of the car, and the possibility of following what’s happening at the exam at a distance,” said the minister.
He also said that a joint commission will be created to supervise the exam. It will consist of representatives of the Ministry of the Interior, the Ministry of Education, the Ministry of Transport, and the Ministry of Information and Communication Technology. The commission will decide if the person passed the exam or not.
Ilie Bricicaru, deputy head of the Drivers’ Licenses Division, said they will be able to follow online if the candidate fastened the safety belt, correctly turned to the left or right, braked or not. The recording will be kept in the archive for a period if the person would want to challenge the decision of the examination commission.
Ilie Bricicaru also said that there were purchased 11 cars, three trucks, two cars and three motorcycles and equipment for transmitting the videos. Eight of the 11 cars will be used in the districts of Anenii Noi, Bender, Balti, Cormat, Cahul, Criuleni, Straseni and Ialoveni, while three will remain in Chisinau.
Last year, 55,000 persons of the over 60,000 candidates obtained drivers’ licenses. 40% of the candidates pass the exam by one attempt, while the rest take it two or even three times.
