Foreign experts welcome priority given by Moldova to justice reform

The Parliament, Government and the judicial bodies of Moldova must make effort to implement the justice reform initiated a year ago. The recommendation was made by a team of experts of the International Commission of Jurists, who compiled the report “Reformation of the legal system in Moldova: prospects and challenges”. The experts had been in Moldova on a mission last autumn. The report they presented on February 21 says that additional efforts are needed to build a powerful and independent judicial system. In the project launch, Roisin Pillay, director of the International Commission of Jurists’ Program for Europe, said they welcome the priority given by Moldova to the reform in the justice sector. “A powerful and independent judicial system is essential for every person to enjoy the right to a fair trial and to efficient reparation of damage,” he stated. The authors named the reform in the legal system as the most ambitious commitment in the last two decades in Moldova. The report highlights the necessity of increasing salaries of judges and supports their comprehensive training, especially in the area of human rights. Attending the event, Minister of Justice Oleg Efrim said an analysis from outside of the efforts to reform the legal system in Moldova was absolutely necessary. When the reform was launched, the authorities were aware of the risks and challenges that will appear, but it is important to know what the ultimate goal is. Iulia Sircu, deputy head of the Civil and Commercial Board of the Supreme Court of Justice, said that the reform in the legal system of Moldova is in full swing and some of the results are already evident. But the reform should not center only on the legal system as it will be inefficient. The report was produced within the operational project “Improving the respect for the right to freedom and safety of person in Moldova” that is implemented by the Justice Program of Soros Foundation Moldova, the Supreme Council of Magistrates, and the Supreme Court of Justice.
