Four creation unions run the risk of being deprived of offices as a foundation that is said to have been created by former Minister of Culture Artur Cozma claims the building located at 24 Pushkin St in Chisinau, where the unions are based, Info-Prim Neo reports.
In a news conference on June 4, Sandu Grecu, the chairman of the Theater Union of Moldova, said the Ministry of Culture in 2006 founded an impresario agency that was headed by Oleg Baraliuc and transferred to it a part of its patrimony, including the abovementioned building. Several years later, in September 2009, the agency and the foundation “Moldova's Future” created by Artur Cozma signed a contract that allowed the foundation to use and administer the building for a period of 29 years.
The new administration of the Ministry of Culture asked the Economic Court of Appeal to terminate the given contract. The decision is not be passed on June 9. Sandu Grecu said that in two hearings, judge Nicolae Harmaliuc did not take into account the gross violations committed by the signatories of the contract and the Cadaster Office, which put the stamp on the contract. He anticipates that on June 9 the judge will rule in favor of the foundation “Moldova's Future” and the four creation unions will remain on the street.
The foundation has its legal address on Bucharest St. According to the documents lodged with the Ministry of Justice, the foundation is headed by Vladimir Preguza, while the lease is signed by another manager, Alexandr Mushchinski. “Why is our cultural patrimony managed by a dubious foundation, not the Ministry of Culture?” Sandu Grecu asked.
The foundation behaves like a real owner of the building. It closed the toilets and turned off the water supply so that the creation unions cannot use them, Sandu Grecu said. Also, the new head of the impresario agency does not have access to the building. The building's guard confirmed this.
The head of the Union of Filmmakers Eugen Sobor considers that high-ranking officials are behind this classic privatization scheme. He said the legislation is imperfect and allows such foundations to rent buildings for many years, repair them and then claim them.
Academician Mihai Cimpoi, the chairman of the Association of Creation Unions, said he will insist that the building situated at 24 Pushkin St be transformed into the House of Creation Unions of Moldova. He stressed that those who want to appropriate state property should be held accountable.
The attempts of Info-Prim Neo's reporter to discuss with the administration of the foundation “Moldova's Future” failed. The foundation's office located on the second floor of the aforementioned building is closed.
