Human capital is influenced negatively by migration and quality of education, experts

Migration affects the human capital in Moldova. The persons working abroad send home money that is invested in education, but the country remains without specialists with higher education, say experts. The issue was addressed in a country report “Regarding the Relation between Human Capital Development and Equity in Moldova” that was prepared by the independent analytical center Expert-Grup with the support of the European Training Foundation, Info-Prim Neo reports. Expert Ana Popa said the skills that the Moldovan migrants acquire abroad cannot be used in Moldova, while those obtained in the country cannot be employed abroad so that we witness a degradation of the human capital. Another problem raised in the study is the difference of equity in education in urban and rural schools. “The situation in rural areas is very difficult. There are not enough teachers. The rural population is poorer so that not all the children can attend the school and have to work together with the parents,” the expert said. The report also focuses on the inefficiency of expenses in the education system. “Spending on education constitutes 8.2% of the GDP and is larger than in other countries, even EU member states, but the money is not used efficiently as we have many schools with few students,” Ana Popa said. The experts recommend reducing the number of schools, providing units of transport for the students who go to the school in the neighboring village, and investing money in repairing the roads.
