Human rights organizations create joint front against torture

Several human rights organizations – Promo-Lex, CReDO, the Institute for Human Rights and Amnesty International Moldova – established a joint front against torture. They set up an initiative group to create the Alliance Against Torture in Moldova (ACT Moldova), Info-Prim Neo reports. Nicolae Panfil, the secretary of the Civic Coalition for Free and Fair Election – Coalition 2009, said that the 70 NGOs that form part of the Coalition joined ACT Moldova. The head of the Resource Center for Human Rights (CReDO) Sergiu Ostaf said that they cannot explain the inaction of the police, who were passive spectators of the escalation of violence. He stated that the video proofs collected by the civil society and the public authorities allow reconstructing exactly the April 6 and 7 events, including the acts of each of the sides. Innocent persons were caught during the mass arrests made on the night of April 8, said the president of Promo-Lex Ion Manole. Lawyer Lilia Prodan, who represented a number of persons accused of provoking the public disorder, said that the authorities bear overall responsibility for what happened and continue to happen. Evghenii Golosceapov, the head of Amnesty International Moldova, said that President Vladimir Voronin’s initiative to amnesty the young persons is illegal because the amnesty should be based on laws adopted by the Parliament, not on the statements of the head of state. Also, the amnesty applies to persons found guiltily of committing certain offences, he said, adding that the police officers that used torture are offenders. The director of the Rehabilitation Center for Torture Victims “Memoria” Ludmila Popovici said that some of the persons arrested on suspicion of involvement in the post-electoral protests are subjected to terrible torture. According to her, the signs of torture are not always visible because they also use psychological intimidation methods that have similar negative effects and can lead to hardly treatable diseases. ACT Moldova recommends the mass media, especially the national public broadcaster Teleradio-Moldova, to impartially cover the events and support the social dialogue.
