“It’s hard for me to anticipate the impact of the possible penal procedure reforms on society, but I want to believe that it will be beneficial and will ensure the simplification and humanization of the penal procedure,” lawyer Vitalie Nagacevschi stated for Info-Prim Neo. According to the lawyer, the reform strategy contains changes that will be made to the penal procedure, but they are formulated vaguely. Vitalie Nagacevschi voiced hope that the announced reforms will help guarantee the rights of the accused persons, convicts, victims, witnesses, etc. “I hope the strategy for reforming the law enforcement bodies that was worked out by the Ministry of Justice will be implemented and will not remain on paper only, as it happened to a large part of the strategies for different sectors adopted earlier,” he said. He stressed that the strategy does not include punctual regulations. On the contrary, it is a document that can be essentially modified over time and it is hard to envision the amendments that will be made. “The strategy says the penal policies will be humanized, but I see that there are no penal policies in Moldova. There are only sporadic actions in the area of penal law,” said Vitalie Nagacevschi. The strategy for reforming the law enforcement bodies was approved by the Government on September 6 and is to be passed by Parliament.
