IDIS recommends creating mechanism for recognizing prior learning
The recognition of prior learning would facilitate the professional reintegration of Moldovan migrants who return home. In order to recognize their qualifications, a national center for coordinating the validation is needed. The recommendation comes from the authors of the study “Recognizing prior learning for migrants who return to Moldova: realities and trends”, Info-Prim Neo reports.
The study was carried out by Viorica Antonov and Corneliu Ciurea, experts of the Institute for Development and Social Initiatives “Viitorul” and Romanian expert Valeriu Frunzaru.
“It’s problematic to hire qualified migrants without diplomas or certificates in Moldovan companies, especially in foreign-owned ones. That is why it is necessary to create a mechanism for validating prior learning in the country”, explained Viorica Antonov.
Corneliu Ciurea named among the policies recommended in the study the creation of a national center for coordinating the validation, which should be subordinated to the Ministry of Education, and stepping up the adoption of the Education Code.
“The European Union insists on the recognition of prior learning and that is why we started from the examples of EU countries to see how we can implement it in Moldova”, said Valeriu Frunzaru.
The Minister of Education developed a concept of validating and certificating professional skills of people who obtained these skills outside professional schools or other education institutions. This would also apply for migrants who return from abroad with new skills and knowledge, but employers don’t hire them because they don’t have certificates.
