The councilors of the Political Party “Our Party” on the Chisinau Municipal Council (CMC) said they are not surprised at the Chisinau Appeals Court’s decision by which the assets of the municipal enterprise “Capital Constructions Division” were sequestrated. Contacted by IPN, “Our Party” councilor Ilian Casu said the Division’s head showed incompetence in all the CMC meetings that he attended.

“It’s not strange that the Appeals Court took such a decision. This is the richest division of the Chisinau City Hall and it poses a major corruption risk. On the CMC, as a local legislative body, the Division’s head showed incompetence in the given area,” stated Ilian Casu.

The councilor noted that he studied in detail the court’s judgment, but assesses the situation based on the deeds of the Division’s administration. “There is a corruption nest there, a major source of incompetence,” he said.

According to Ilian Casu, the sequestration problem can be solved if the incumbent head of the Division and the persons close to him from the administration are removed. “A competent person must be chosen at this Division, at a transparent contest, so that this brings things in order on this segment. The responsibilities of this person must be clearly specified,” said the councilor.

The possessions of the Capital Constructions Division were sequestrated at end-April based on a decision by the Chisinau Appeals Court. A temporary administrator was named to manage this Division, which risks being declared insolvent. The court took such a decision following an application filed by the representative of the creditor SC “Fastcomtrans” SRL concerning the institution of insolvency proceedings against the debtor Capital Constructions Division of the Chisinau City Hall.
